UNGA 2023: Guterres calls for reform of global institutions

The UN Secretary-General Antonio Guterres has called for significant reforms in global institutions, including the UN Security Council, to address modern challenges.
Antonio Guterres also urged “redesigning international financial architecture, so that it becomes truly universal and serves as a global safety net for developing countries in trouble”.
“The alternative to reform is further fragmentation. It is reform or rupture,” he said.
Guterres pointed to the situation in Derna, Libya, which was hit by deadly flooding this month, and said residents were “victims of conflict, victims of climate chaos and victims of world leaders who are not doing enough”.
“He says the world is in a mess with regard to conflict, with regard to poverty and inequality – and yet the world is not coming together. There is a fracturing of world leaders gathering in different blocs,”
