The fate of 95 constituencies are finally over marking low turnout in urban seats of Bangalore and Chennai and as usual, incidents of violence and rigging in certain parts of Bengal. Till 5 pm, the voter turnout in this phase remains nearly the same as 2014, barring Tamil Nadu where turnout seems to have decreased quite significantly.What does the turnout indicate?
