The Hong Kong Observatory issued the maximum No 10 hurricane signal on the evening of September 1, 2023, as Super Typhoon Saola approached the city with all residents advised to stay indoors. The No 10 signal is the highest on the Observatory’s scale, and means that winds with mean speeds of 110km/h (68mph) or more are expected. Schools were closed, bus and ferry services were suspended and the city’s MTR trains operated at reduced frequency. Earlier in the day, the former head of the observatory, Lam Chiu-ying, had urged residents to “brace for the worst”. Shoppers cleared supermarket shelves of fresh food and more than 460 flights at Hong Kong’s international airport were cancelled ahead of the storm’s arrival.
