The European Commission president Ursula von der Leyen is due to visit Lampedusa in Italy.
The island has seen an unprecedented number of refugees and migrants arriving from Africa. The United Nations says 8,500 people arrived on nearly 200 boats earlier this week.
Italy’s prime minister also wants the issue on the agenda at the EU’s October summit.
