Peter Cheung has a home of his own in Tin Shui Wai, a border town in northwest Hong Kong not far from the city’s border with the Chinese mainland. But two years ago, Cheung started sleeping rough in a tunnel in Tsim Sha Tsui, a busy area much closer to his workplace.
