A day after Congress manifesto gives details on the NYAY scheme, veteran economist and former Niti Aayog Vice Chairman Arvind Panagariya rubbishes the moral argument of reaching out to the bottom 20% poor and says what was the Congress party doing for the last many years. He also says the job issue is underemployment and not unemployment. On the data debate, he openly asks all economists who questioned Govt data to come and identify the problems in the methodology.
