The US president is threatening to impose a national emergency as a partial government shutdown enters a third week.
A meeting with senior Democrats failed to resolve the deadlock over Donald Trump’s demand to fund a border wall with Mexico.
Negotiations will continue through the weekend in Washington, while hundreds of thousands of government employees and contractors wait to be paid.
